大學搶好教授 薪資無上限

教育部昨天提出大學教授彈性薪資草案,政府將投入約兩百億元經費,全力留住大學優秀教授,甚至延攬國外名師,和全世界搶人才。

約兩百億元的經費來源包括政府募款、國科會和教育部經費等,都採外加方式,國際大師比照國際行情,年薪四、五百萬都有可能,且學校有機會聘請不只一位。

教育部指出,大專教師薪水不會變,但對優秀人才要「加碼」,教育部長吳清基說,只要能讓國家發光發熱,大學教授薪資「無上限」。

台大、政大都曾利用自籌經費,比照國際標準延聘國際大師級教授,年薪達四、五百萬,但因經費限制,名額很少。

行政院昨天召開全國人才培育會議,副總統蕭萬長致詞時表示,政府將提出積極延攬人才策略,以彈性薪資方案延攬國內外優秀人才,提供專案經費獎助大學延攬傑出師資,提升大學教授待遇達「國際應有水準」。

這項方案不只適用各大學,還包括中研院,具體方案今天將提到全國人才培育會議討論,吳清基表示,希望八月一日可通過實施。

這項「延攬及留住大專校院特殊優秀教師實施彈性薪資草案」,適用人員為大專校院特殊優秀編制內專任教師,包括研究人員、專業技術人員、技術教師。

彈薪加碼來源包括頂尖大學及教學卓越計畫的百分之十、校務基金自籌收入等,教育部也編列一億元給未獲頂尖大學與教學卓越補助的大專校院申請,供教授加薪。

政府還擬專案募款成立專案基金,補助各大學延攬國際一流人才,一次補助五年,從每人每年四十萬元到一百廿萬元。吳清基表示,政府擬主動跟鴻海、廣達等企業募款,一年希望能募廿到卅億元。

此外,國科會主委李羅權說,國科會的國家科學技術發展基金一年經費兩百億元,擬提撥百分之十,也就是廿億給大學加碼攬才。
